IMO Net-Zero Framework: adoption vote adjourned for a year
The second extraordinary MEPC session (14 to 17 October 2025) was meant to adopt the IMO Net-Zero Framework: a global fuel standard (greenhouse gas fuel intensity limits that tighten each year) and a GHG pricing mechanism for ships of 5,000 GT and above. Member States agreed to adjourn and reconvene in 12 months. If adopted, MARPOL amendments enter into force about 16 months after adoption, so the earliest start is now 2028. Nothing is legally binding yet, but the approved text (MEPC 83, April 2025) shows what to plan for.
