Hong Kong Convention on ship recycling in force

Maritime International Law

The Hong Kong Convention entered into force on 26 June 2025. It applies to ships of 500 GT and above on international voyages flying the flag of a Party, and to ship recycling facilities in Parties. Ships must carry a ship-specific Inventory of Hazardous Materials (IHM); new ships from delivery, existing ships within five years. A ship going for recycling needs a final survey, an International Ready for Recycling Certificate and a ship recycling plan from an authorised facility. EU-flagged ships already follow the EU Ship Recycling Regulation (EU) No 1257/2013, which has required an IHM since 31 December 2020.
