Hong Kong Convention: IHM deadline for existing ships

Existing ships must hold a verified IHM · Hong Kong Convention, regulation 5 (Inventory of Hazardous Materials) · IMO and flag State administrations

Maritime International Law

Existing ships of 500 GT and above on international voyages under a Party's flag must comply with the Inventory of Hazardous Materials requirement within five years of the Convention's entry into force, so by 26 June 2030, or before recycling if that comes first. The IHM Part I (materials in structure and equipment) has to be prepared with sampling, verified by the flag State or a recognised organisation, and covered by an International Certificate on IHM. Ships without it face detention or refusal in Party ports and cannot be recycled at an authorised yard.
