Shipping companies with ships of 5,000 GT and above calling at EU/EEA ports must surrender EU allowances for their verified 2025 emissions by 30 September 2026. The phase-in means 70% of 2025 emissions; 40% applied to 2024 and 100% applies from 2026 emissions. Half of the emissions on voyages to or from non-EU ports count, and all emissions between EU ports and at berth. Missing the deadline costs EUR 100 per tonne on top of the surrender.

Move enough EUAs into the maritime operator holding account in the Union Registry before 30 September
Surrender 70% of verified 2025 emissions in the registry and keep the confirmation
Agree in charter parties who pays for allowances (the Directive gives a right to recover costs from the operator)
Prepare for 100% surrender of 2026 emissions by 30 September 2027
