The second EU emissions trading system covers fuel used in buildings, road transport and smaller industry not in the main ETS. Fuel suppliers, not end users, surrender the allowances, but the cost passes into fuel prices. Monitoring and reporting started in 2025; the start of full operation was postponed by one year to 2028.
